Amid growing controversy over the so-called Yellow Envelope Act, which restricts claims for damages against strikers, the labor community has announced its own legislation.

It is about stating actions that cannot be claimed for damages and expanding the scope of workers, but the business community strongly objected.

The core of the amendments to Articles 2 and 3 of the Labor Union Act proposed by labor civic groups such as the KCTU and the Solidarity for Participation is the 'limitation of claims for damages'.



The current law prohibits claims for damages only for 'legal strikes', but the revised bill stipulates that damages cannot be claimed for collective bargaining, industrial action, or strikes that occur illegally by employers.



The reason why we had no choice but to go on strike is to examine the relationship before and after.



The yellow envelope laws that have already been proposed comprehensively stipulate that damages should be claimed only for acts of violence and vandalism, but this time it is presented as a specific standard.

The amendment also defines a person who organizes or joins a union as an employee, and allows the employer to include a primary petition.



According to the amendment bill, a strike by a subcontractor union that occupied Daewoo Shipbuilding's business site and claimed 47 billion won in damages could also be interpreted as legal.



The business community, who is strongly opposed to the Yellow Envelope Act, pointed out that this amendment also does not conform to the legal principles and will only increase confusion.
