A survey found that 9 out of 10 office workers believe that the responsibilities of primary subcontractors should be strengthened in order to improve the treatment of subcontractors.



As a result of a survey of 1,000 office workers aged 19 and over nationwide from the 2nd to the 8th of this month by the civic group Gapjil 119, a public opinion polling agency, 89.2% had a substantial impact on wages, etc. to improve the treatment of subcontractors. Mitch appeared to agree that the primary user accountability should be strengthened.



When asked who is responsible for cases of long-term strikes by subcontractors, such as Yonsei University's cleaning workers strike, 51.8% chose the primary contractor.



23.4% answered that they were subcontractors such as service companies or subcontractors.



The main contractor union (8.0%), the subcontractor union (7.6%), and the government (7.6%) answered that they were responsible.



Workplace Gapjil 119 argued that, in order for the primary contractor to take responsibility as an employer, Article 2 of the 'Labor Union and Labor Relations Adjustment Act' (Union Act) should be amended to impose collective bargaining obligations on the primary contractor.



In addition, he pointed out that it is necessary to establish a principle of making it mandatory to succeed in labor relations such as employment and wages when changing subcontractors, and employing regular workers for work that continues on a regular basis.



The sampling error for this study is ±3.1 percentage points at the 95% confidence level.
