President Yun Seok-yeol said this at a campaign in Pohang, North Gyeongsang Province, in February, when he was a presidential candidate.



“It is known that the government has spent 30 trillion won on the gender budget. If we take a portion of that, we can safely block the nonsensical North Korean nuclear threat from North Korea in layers.”



And recently, the Yoon Seok-Yeol government's first gender paper budget was released.

When the government submits a budget to the National Assembly, it also attaches a gender-based budget.

The SBS fact-finding team analyzed the gender-based budget submitted to the National Assembly.



The gender budget is largely divided into 'direct purpose projects' and 'indirect purpose projects'.

Direct purpose projects are projects that directly contribute to the achievement of gender equality goals.

A representative example is the 'Women's Economic Activity Promotion Project', which supports women's economic activities.

On the other hand, indirect-purpose projects do not aim at gender equality per se, but are considered to indirectly contribute to gender equality, including 'job creation incentive projects'.



So, first, let's look at the total amount of the gender budget for next year.

The total budget for the projects subject to the gender-sensitive budget was calculated to be 32,712.3 billion won.

This is an increase of 19.8% from KRW 27.30 trillion last year.



The following is the status of each department.

The Ministry of Health and Welfare had the most, followed by the Ministry of Employment and Labor, the Ministry of SMEs and Startups, the Ministry of Gender Equality and Family, and the Ministry of Agriculture, Food and Rural Affairs.

It is difficult to describe the trend in one word.

It's jagged.

However, the rate of increase of the budget for next year was 19.8%, which was calculated to be the second highest after the rate of increase of the budget for 2020 at 24.7%.



In any case, it can be seen that the Yoon Seok-Yeol administration's first gender budget budget has increased significantly compared to previous precedents.



Some predicted that President Yoon Seok-yeol's remarks during his candidacy would significantly reduce the gender budget, but in reality, that was not the case.

I asked the Ministry of Strategy and Finance why the increase was so high.

The Ministry of Strategy and Finance explained, "A large-scale budget such as the Ministry of Land, Infrastructure and Transport's Housing and Urban Fund has been incorporated into the gender-sensitive budget."

Representative rentals (loans) are 3.5 trillion won, and multi-purchase rentals (loans) are 3.2 trillion won.

As the fund increased, the total amount naturally increased as well.



When I asked why such a fund was incorporated, the answer came, "The project was approved as a gender-sensitive budget by a professional evaluation committee made up of private members who passed the evaluation."



The Ministry of Gender Equality and Family in charge of the evaluation was aware of the specific details, so I asked the Ministry of Leisure again.



In the case of the multi-purchase rental project, it is explained that this time, it was newly classified as a gender-sensitive budget, considering the high proportion of women among those living in rental housing.

He said that since the charter rental business is mainly for the housing vulnerable, it is necessary to classify the occupants according to the gender of each occupant and figure out the benefits.



Whatever the case may be, the explanation that the original budget, which was not a gender-sensitive budget, became a gender-sensitive budget proves that the original budget was just given another label.

The gender-sensitive budget was created with the purpose of checking whether the budget that was originally set is being used appropriately from the perspective of gender equality.

In the fall and early winter, when the budget review is in full swing, false information about gender-based budgets is always spreading.

In particular, last year's election continued until this year's presidential election, and it became an issue of election.

Fact-check articles from media outlets were also repeated, but false information was repeated.



Through the analysis of the Yoon Seok-Yeol administration's first gender-sensitive budget, I hope that the controversy over the gender-sensitive budget that has been repeated for several years will end.
