The distance from this cold spring to the apartment with the underground parking lot where the accident occurred is only about 50 meters.



It looks like the water level has lowered somewhat as the water of the cold spring is draining.



At the time of the heavy rain, the water filled up quickly enough to overtake all of these embankments, and water poured into the apartment complex across the street.

Normally, when it does not rain, it is 'dry', where there is little water, but flooding could not be avoided during the record torrential rain.



Some argue that the riverside construction, which was completed in 2019, may have caused flood damage.



It is said that various facilities installed along the riverside, such as walking trails and playgrounds, obstructed the flow of water.

An official from Gyeongsangbuk-do explained that it was not because of construction, but because the amount of rain that fell in Pohang this time was large enough to correspond to the frequency of 500 years, so the damage occurred.

When people were trying to get out of their car and the water quickly rose, there was only one way out of the car.
