"It rained less than expected, and a lot of damage was avoided as the rainwater had a way out."

The 11th typhoon 'Hinnamno' passed through Ulsan, but the Taehwa General Market in Jung-gu, which is considered a habitually flooded area, survived without much damage.

Taehwa Market is a place where 300 shops were all submerged in the water during typhoon 'Chaba' in October 2016, causing casualties.

In August of last year, typhoon 'Ohmais' also caused flood damage, with rainwater reaching up to the ankles.

This Hinnamno route was similar to Chaba and Omais, so merchants were very worried, but they overcame the hurdle.

Ulsan Jung-gu, the local government in charge, announced today (6th) that there was no significant damage to Taehwa Market.

Ulsan City and Jung-gu initially deployed a large-capacity cannon spraying system that pumped out about 4,500 liters of rainwater per minute and discharged it to the nearby Taehwa River, but there was no use of it because there was no flooding.

Taehwa Market is located in the lowlands right next to the Taehwa River, and considering the situation in which a flood advisory was issued for the Taehwa River, it is unusual that no flood damage occurred.

Moreover, from 00:00 today to 8:00 am, just after the typhoon left the East Sea, the amount of precipitation was 110.3 mm (based on the Korea Meteorological Agency), which is not much different from last year's Ohmais (108.3 mm of precipitation per day).

Jung-gu believes that opening a rainwater path was the main thing to prevent the recurrence of typhoon damage.

Jung-gu completed the sewer pipe dredging work (4,970m) and sewer gutter renovation work (63 lid replacements) in the Taehwa Market area in February of this year.

The dredging of the nearby Yugokcheon Covering Structure (1.4km) was completed in December of last year.

The countermeasures against flooding were also relatively meticulous.

In 217 places around Taehwa Market, water-repellent plates were installed to prevent rainwater from penetrating into houses or shops, and 2,250 sandbags were also placed or provided.

We also borrowed 6 large pumps from the private sector and prepared them.

When the typhoon warning went into effect, 80 civil servants were mobilized to major branches of Taehwa Market to monitor the situation overnight.

An official from Jung-gu said, "I think that preventing rainwater from accumulating, such as dredging the Yugok Stream area where water enters the Taehwa River and cleaning up drains, played a big role."

It also played a part in that Hinnamno, which was forecasted to be the worst in history, had less rain than expected.

At first, rain of up to 400 mm was predicted, but the actual amount of precipitation was only a quarter.

It cannot be compared to the 100mm per hour during Typhoon Chaba.

“I was worried that the situation would repeat itself when the water was full up to my neck,” said Park Mo, a merchant at Taehwa Market.
