The Ministry of Public Administration and Security reported the police control recommendation of the 'Police System Improvement Advisory Committee' to Minister Lee Sang-min today, and started implementing it in earnest.



The Ministry of Public Administration and Security is planning to speed up the promotion of measures to strengthen police control, such as establishing a so-called 'Police Department' within the ministries to be in charge of police-related tasks, such as personnel, and enacting the rules of command for the Minister of Public Administration and Security for the Commissioner of the National Police Agency.



As the Vice Minister of Public Administration and Security and the head of the keynote office also participated in the advisory committee created under the direction of Minister of Public Administration and Security Lee Sang-min, the advisory committee's recommendations are highly likely to be implemented as they are.



Deputy Minister of the Interior and Safety Han Chang-seop said at a briefing on the advisory committee's recommendations yesterday, "The establishment of a sub-organization of the Ministry of Public Administration and Security is possible by Presidential Decree, and the command rules can be issued by the Ministry of Public Administration and Security."



This is interpreted as meaning that the establishment of a police management organization, which is the core of the advisory committee's recommendation, and establishment of the commanding rules of the Commissioner of the National Police Agency will be carried out first.



First of all, the 'rules of command by the Commissioner of the National Police Agency' are enacted by the Ministry of Public Administration and Security, so there is no need to go through a cabinet meeting.



Inside and outside the Ministry of Public Administration and Security are predicting that it will take less than a month to complete this process.



The establishment of a new police command organization within the Ministry of Public Administration and Security requires manpower, so the organization needs to be revised.



It must be approved by the President after the deliberation by the Vice Ministers and the State Council after the preliminary notice of legislation and the review of the Ministry of Legislation.



It may take a week longer than the enactment of the command rules due to the State Council meeting, and considering this, it is expected that it may be possible as early as next month.



The police command organization is expected to be bureaucratic, and it is expected that a new organization such as the Ministry of Justice's Prosecutor's Office in charge of the prosecution's personnel and budget will be established.



“Things that can be implemented immediately after reporting to the minister without the need for discussion will be implemented immediately after a certain procedure,” said a vice minister.



He also said that the advisory committee on the recommendation of the superintendent or higher is possible by the presidential decree or the vice decree.



The remaining legislative amendments are likely to take more time.
