The Police System Improvement Advisory Committee, which discussed ways to control and manage the police, whose investigative powers have been greatly expanded by adjusting the investigative powers of the police and prosecutors, has made a final recommendation.

It was recommended that the Ministry of Public Administration and Security should directly control the police by creating an organization and rules, but there is a backlash from within the police.

The most noteworthy part of the recommendation is to create a new police-related support organization within the Ministry of Public Administration and Security.

The Minister of Public Administration and Security can perform various roles in relation to the National Police Agency, such as proposing, proposing, and recommending personnel, but this is because there is no organization supporting this task.

He also urged the minister to enact rules so that he could lead the police chief.

The Government Organization Act allowed the Minister to directly direct the head of the agency under his/her jurisdiction for important policies, but the Ministry of Public Administration and Security explained that there were no related rules.

The background is the situation in which the police will be transferred in 2024 to the National Intelligence Service's anti-aircraft investigation authority as the prosecutor's right to direct investigation has been abolished and the independent investigative power has increased.

[Han Chang-seop / Vice Minister of Public Administration and Security (Yesterday): In the case of power institutions, the greater the authority and responsibility, the more checks and balances are needed.

I think it is necessary to have a device that can check each other.]

Changes in the police personnel system are also heavily included.

The Ministry of Public Administration and Security ordered the establishment of a candidate recommendation committee or recommendation advisory committee for the proposal of high-ranking police officers, including the head of the National Police Agency and the National Investigation Headquarters.

Although the minister has the right to request personnel appointments for high-ranking positions above the superintendent, it means that the practice that relied on the personnel proposals posted by the Commissioner of the National Police Agency will be changed.

The Minister also has the right to demand disciplinary action against high-ranking police officers.

In the meantime, for the Commissioner of the National Police Agency, disciplinary procedures were possible only when the Commissioner of the National Police Agency requested disciplinary action against him.

Although it was announced as a recommendation by the Advisory Committee, the Ministry of Public Administration and Security is expected to speed up its implementation as it is actually a government proposal.
