“Accept the proposal ... to negotiate the signing of an agreement on the implementation of the agreement ... in relation to the flights of integrated crews on Russian and American manned transport ships,” the text of the order says.

The head of the American ISS program, Joel Montalbano, said in December 2021 that the flights of Russian cosmonauts on the Crew Dragon spacecraft, and American astronauts on the Soyuz could begin in the fall of 2022.

Later, the head of Roskosmos, Dmitry Rogozin, noted that Russian cosmonauts would not fly on American Boeing Starliner ships, even if they managed to negotiate with NASA on cross flights.
