At the Incheon Detention Center, a prisoner in his 20s was assaulted by other prisoners and was judged to be brain dead.

The victim was beaten by prisoners last month and was seriously injured, and the family claims that the detention center's response was insufficient.

Reporter Ahn Hee-jae reported.

A clear bruise under the scarred neck.

28-year-old A, who is imprisoned in Incheon Detention Center, was transported to a university hospital in the city on the morning of the 21st.

He suffered a cardiac arrest and had his right clavicle broken.

A's father, who ran after hearing the news, asked the detention center, but only vague answers came back.

[Detention center official (on the 21st, on the phone with Mr. A's father): He said he collapsed after looking at chores in the bathroom.

Whether it was during the CPR (cardiopulmonary resuscitation) process, or whether he fell out of the bathroom and was injured...

The detention center informed the family of the assault only three days later.

[A's father: After checking this and that, I asked him later, and he said that two (other inmates) assaulted him at that time.] My

father heard more absurd news at the hospital.

His son visited the hospital with a broken clavicle and bruises throughout his body in April, but the statement that "he had been assaulted several times since March" remained in the medical certificate.

In April, he was segregated from the perpetrator of the assault, but before the wounds had healed, they were gang-assaulted by the newly transferred inmates and fell into a state of brain death.

The first assailant, who had assaulted Mr. A several times since March, was handed over to the prosecution two days after the second assault case.

[A's father: The punishment was done after this incident happened, not at the time.

If appropriate measures had been taken, such an incident would have been prevented in advance...

The Ministry of Justice took necessary measures such as treatment at the time, and explained that this case is also being thoroughly investigated.

The number of assaults between prisoners in correctional facilities is steadily increasing, and the frontline reaction is that there are more cases that go unnoticed and that it is difficult to prevent them individually due to the limitation of manpower.

This is why the Ministry of Justice conducted a special inspection and promised to prevent recurrence, but it is pointed out that it is difficult to expect improvement.

[A's father: No matter what the (authorities) say, there are parts that I honestly do not believe in.

If the detention center gave importance to proper handling and managed it thoroughly...
