20-year-old bus driver Min Seong-won's death

A village bus driver born in 1997 passed away by himself.

Now 26 years old, Seongwon became a village bus driver at the age of 24.

He was the youngest employee of the town bus company.

He got his big license early and jumped into the job front.

He went to work early in the morning to coincide with the first train, and sometimes left after midnight to coincide with the last train.

Still, the bereaved family says he was happy because it was something he liked.

However, from some point on, Seongwon's expression hardened more and more.

He appears to have taken the extreme step, with his murderous itinerary combined with the harassment of his co-workers.

I was exhausted both mentally and physically.

① Mental

verbal abuse and bullying…

Testimonies of fellow articles.

Family members say that Seong-won had a hard time because of bullying by seniors and transportation company employees.

After Seongwon passed away, three former co-workers wrote a fact confirmation letter.

It was written about the verbal abuse and bullying that Seongwon suffered.

Six people, including senior and administrative staff, were identified as the perpetrators.

In particular, it is said that one senior took the lead in verbal abuse and bullying.

It is said that there have been previous drivers who left the transportation company because of this appointment.

The bereaved family testifies that Seongwon, who had left work, often complained that it was difficult because of this appointment.

Harassment while driving...

It is said that the bullying that Seongwon suffered from widening the interval between dispatches and feeding

them took place even while the bus was running.

Bus drivers should always pay attention to the interval between trains when driving.

Passengers need to be kept at regular intervals so that passengers can be dispersed and boarded.

Passengers will also have no variance in waiting times.

It is said that some senior offenders abused this point to harass them.

If Seongwon's vehicle is running, the vehicle ahead of it is driving quickly without considering the dispatch interval.

This inevitably causes passengers to flock to Seongwon's vehicle.

Mr. Seongwon's bus is full, and even the passengers on this bus stand still without being seated.

Deliberately widening the gap between trains is a publicly known bullying among bus drivers.

It's called 'old evil' that takes place against new knights or knights with whom they don't usually have a good relationship.

After the SBS report, there were also reports of several articles saying that they had been bullied.

We looked at Sungwon's employment contract, and Sungwon's employment contract for

additional work 6 days a week .

It is a form of working two shifts on weekdays.

The morning class is from 5:30 to 14:30, and the afternoon class is from 14:30 to 23:30.

According to the contract, it is 8 hours a day excluding breaks.

The basic working hours are 6 days a week, Monday through Saturday.

The contract states that this may also order additional holiday work.

Working on Sundays, from the first train to the last train, the

labor contract states that additional work on holidays may be ordered.

These extra shifts are called 'full-tang' shifts.

A 'full-tang' shift means a full-time operation that runs all day from the first train to the last train.

Pultang is a schedule that runs 10 times a day from the first train at 5 am to the last train at 11 pm.

It is said that the interval between trains is longer than on weekdays, but it is a murderous schedule by anyone looking at it.

That didn't mean I worked on a Sunday and then took a full break on Monday.

If you work at Pultang on Monday, Tuesday, Wednesday, Thursday, Friday, Saturday,

Sunday, Monday, Tuesday, Wednesday, Thursday, Thursday, how many consecutive days will you work?

It's the 13th.

It's a killer schedule.

Even if you go to Pul-Tang twice a month, you will have more than 28 working days.

The late Min Seong-won has endured such a schedule.

Seongwon's pay stub also shows that he worked 6 times a month on holidays, of which 2 worked 'Pultang'.

Mr. Sungwon and the Labor Standards Act

① Did you keep 52 hours a week?

The transportation company Sungwon worked for is a company that is subject to 52 hours a week.

The company is said to have applied a flexible working hour system.

As a result, the number of working hours per month was accumulated so that an average of 52 hours per week was not exceeded.

I'll have to check to see if that's really the case.

To get an average of 52 hours per week, the cumulative hours worked in a month must fall within 209 hours (based on 4.35 weeks per month).

If you work 6 days a week, it is 24 days calculated as 4 weeks in total.

According to the employment contract, if you work 8 hours a day (excluding 1 hour break), the minimum is 192 hours.

Subtract 192 hours from 209 hours to get 17 hours.

If you work on a Sunday pool only once a month, it is counted as 16 hours, excluding 2 hours of rest.

If you worked full-time twice in 6 days a week, you would exceed 52 hours.

② Did you follow the working hours stated in the employment contract?

According to the employment contract, the working hours per day are 8 hours, whether in the morning or in the afternoon.

However, it is said that fellow drivers, including Seongwon, worked longer than this time.

For example, if you want the first train to run at 5:20 a.m., you have to leave at 4:30 a.m. an hour before.

He says he needs time to come out ahead of time and do maintenance on the car.

However, the company said the first start time was considered business hours.

The working hours are also different.

It is said that it was impossible to leave work at 2:30 pm in the morning class.

Even if you leave work really early, it's already past 3pm.

The bereaved family also said that Seongwon often came in after 6 pm even in the morning class.

③Is the statutory rest time guaranteed?

It is also necessary to check whether statutory rest time is guaranteed under the Labor Standards Act.

According to the Labor Standards Act, workers who have worked 8 hours or more are given a one-hour break.

However, different standards may be applied to specific industries that are difficult to comply with due to the nature of their work.

An example is bus drivers who run routes like Seongwon.

They have to run repeatedly according to a certain amount of time.

It can be difficult to take a break in the middle of working hours.

For this purpose, there is a separate break time standard in the Enforcement Regulations of the Passenger Vehicle Transportation Business Act.

If you work less than two hours in a row, you must take a break of at least 10 minutes.

You are required to take a break of at least 15 minutes after working for more than 2 hours in a row.

In the case of Seongwon, it is said that, on average, it was about an hour and a half in one run.

If so, a break of at least 10 minutes must be guaranteed.

However, it is said that there were many times that fellow drivers, including Seongwon, could not rest for more than 10 minutes to meet the next dispatch time.

Sometimes it is said that they eat rice in 5 minutes and go out.

The late Min Seong-won is not the only problem

The intensity of the work of the late Min Seong-won is applicable to all village bus drivers belonging to the same company.

Most of them are also young.

All of them, like Seongwon, worked in a harsh work environment.

They also worked 'full-tang' and sometimes skipped because there was not enough time to eat in the middle.

Furthermore, it is a problem for local bus drivers across the country.

There are sections where there is a deficit depending on the situation on the village bus route.

On the deficit route, local governments also compensate for losses.

Instead, there is a set minimum number of trips per day.

Village bus transportation companies must meet the criteria for the number of trips in order to receive subsidies from local governments.

The problem is that we are not recruiting additional drivers, and existing drivers are carrying a set number of trips.

Even when recruiting new drivers, it is said that there are many cases where they cannot withstand the murderous robbery.

In the end, only young drivers with short careers and older drivers over 65 remain, working in a poor environment.

To fill 2 years of experience...

Knights in their 20s who endure

There's one reason young drivers aren't able to raise concerns in a harsh working environment.

This is because you must have 2 years of experience.

Most of them want to become city bus drivers with better terms and conditions of employment.

However, city bus transportation companies require at least two years of experience when recruiting new drivers.

Because of this, young drivers enter the village bus transportation company first and build their careers.

Seongwon's fellow articles that reporters met also speak of Lee Gu Dong-seong.

It is said that the reason why you cannot raise a problem even if you are treated unfairly is because you have to complete 2 years of work experience.

These are young people who are in the blind spot of the Labor Standards Act.

It is time for the Ministry of Employment and Labor and each local government to pay attention to the working environment of village bus drivers so that the death of the late Min Seong-won is not in vain.
