It has been a year since the Prosecutor's Office Adjustment Plan, which limits the scope of direct investigation by the prosecution to six major crimes such as corruption, and gives the police the right to terminate the investigation.

As the number of police officers increases significantly, the delay in handling cases is becoming more serious.

Reporter Park Chan-geun covered the situation.

Mr. Kim Gun-bo, who had invested in inter-Korean economic cooperation, closed the business due to the May 24 measures in 2010.

While trying to apply for the damage subsidy in 2017, it was discovered that business partner A had already taken the government subsidy in the name of the company.

He won the civil lawsuit against Mr. A, but the police investigation was not completed until two years after the complaint.

[Kim Gun-bo / Complainant: I can do other things only when the (police) decides whether it is right or not, but now I am floating in the air and there is nothing in my hand…

.]

When a complaint is filed, it goes through the police, prosecutors, and courts to determine whether there is a crime.

As for the person involved in the case, if there is a suspicion, it is as it is, if there is not, it is not. The sooner the conclusion, the better.

If you look closely at Mr. Kim's case, he's not moving between these police investigation stages here.

The police investigated for a little over a year and sent it to the prosecution, but the prosecution immediately requested a supplementary investigation, and 7 months later notified the prosecution of the results of the supplementary investigation, but another request for a supplementary investigation came down.

It's spinning like a dodol-yi table.

Among the cases sent to the prosecution by the police last year, the proportion that the prosecution requested a supplementary investigation more than doubled, and the prosecution's direct investigation decreased by nearly half.

If it is not the 6 major crimes, even if additional charges or accomplices are caught during the prosecution's investigation stage, the investigation should be entrusted to the police again.

Last year, the average police time to handle cases was 64.2 days, a significant increase from the previous year.

[Jinsu Do/Attorney: (To the police) too much work, and after complaints were filed, rejections increased a lot.]

To prevent damage caused by delay in investigation, increase the number of investigative personnel and ensure that professional investigators are assigned to the investigation department. It is necessary to take measures.
