Borrell announced the EU's readiness for dialogue with Russia without compromising European values

“In general, we maintain a dialogue with Russia, but not to the detriment of our freedom, sovereignty, independence, as well as fundamental values ​​and principles,” TASS quoted him as saying after an informal meeting of EU foreign ministers in Brest, France. 

Borrell stressed that the European Union is in favor of discussing confidence-building measures, including "mechanisms for ensuring the transparency of military exercises."
