A video of a man who even assaulted a dog with a leash around in the air is not enough, and a video of the man is outraged.

Animal rights group Care has started tracking the man, saying it will file a complaint against the man for violating the Animal Protection Act.



Care uploaded a video on its Facebook account today (10th) of a man tying a dog to a leash and abusing it while dragging him.




The group appealed for help from the citizens along with an article that said, "It happened in front of Seonil Girls' High School in Galhyeon-dong, Eunpyeong-gu, Seoul on the 9th.



He continued, "The abuser turned the little puppy around in the air with a completely insignificant attitude as if it was a repeated act. "This is clearly an act of animal cruelty."



He concluded the article with the words, "We do not know the identity of the abuser yet, but we will report this abuser for violating the Animal Protection Act so that an investigation can begin."



In the actual video, the dog is not able to make a sound even with this behavior of the dog owner, adding to the pity.



Previously, on December 28, 2020, two women who grabbed a dog's leash while walking in Pohang, Gyeongsangbuk-do and turned it in the air were each sentenced to a fine of 1 million won for animal cruelty. The dog owner is known to have stated, "The dog is cute and I did it for no particular reason."




Under the current Animal Protection Act, in the case of animal cruelty resulting in death, the statutory maximum penalty is imprisonment of up to 3 years or a fine of up to 30 million won.

Animal abuse that causes disease or injury may result in imprisonment for up to two years or a fine of up to 20,000 won.
