According to Yonhap News coverage today (28th), the defendant Yang (29), who was sentenced to a severe sentence for child abuse and murder and raping a minor under the age of 13, scored a total score on a checklist called 'PCL-R' (Psychopathy CheckList Revised). I got 26 points.



This 20-item list is used to assess whether you are a psychopath, such as impulsivity and apathy.



In Korea, if the PCL-R score out of 40 is 25 or higher, it is classified as a high-risk group (psychopath).



So far, criminals known as psychopaths include serial killer Yoo Young-cheol (38 points), child sex offender Jo Doo-soon (29 points), and serial killer Ho-soon Kang (27 points).



Lee Young-hak (25 points), a 'molar dad' with a lower total score than Yang, was also investigated as having a psychopathic tendency.



Yang was found to have a 'high' risk of recidivism due to psychotic characteristics.



It was confirmed as 'high' in the sexual offense recidivism risk assessment and adult recidivism risk assessment.



On the morning of June 15, while drunk, Yang covered the daughter of his cohabiting girlfriend Jeong (25) with a blanket and beat her to death dozens of times, including punching and trampling her with her feet. I hid it in the bathroom inside the house.



Prior to the abuse, Yang was found to have raped or forcibly molested the baby.



After the crime, in the process of escaping from police pursuits, he also stole food and money from supermarkets at night.



The 12th Criminal Division of the Daejeon District Court (Chief Judge Yoo Seok-cheol) sentenced him to 30 years in prison on the 22nd.



They were also ordered to attach electronic location tracking devices (electronic anklets) for 20 years, restrict employment in child-related organizations for 10 years, and take 200-hour child abuse treatment programs.



The prosecution, who had requested the death penalty, appealed on the grounds that the sentence was 'too low'.



We also decided to contest the decision to dismiss the order to claim sexual impulsive drug treatment (aka chemical castration).



In particular, considering the fact that Yang beat the victim to death and then raped him, the circumstances in which he used sexually arousing language to the victim's maternal grandmother (the mother of the woman living together), and the fact that he showed perverted aggression toward those around him, we are of the view that the reasons for chemical castration are sufficient. .



Despite the results of the evaluation that 'it is presumed to be in an abnormal state' in the psychological state related to sexuality, "they did not show any psychotic symptoms at the time of the crime" or "a long-term prison sentence and treatment as much as ordering the attachment of a location tracking electronic device for 20 years The contents of the court's ruling that "the requirements of the order were not met" mean that it is necessary to receive a re-judgment in the second trial.



The appeal in this case will be handled by the Criminal Settlement Division of the Daejeon High Court.
