On April 23, last year, at around 4:30 pm, while working as a caddy at a golf course in Damyang-gun, Jeollanam-do, Mr. A suddenly suffered a head injury and collapsed.

It was hit in the head by a Dobitan (a bullet that hit an obstacle after firing and deviated from its original trajectory) during shooting training at a military base shooting range about 1.4 km away.

The court said, "Since this incident/accident occurred due to the negligence of the military unit, the state is responsible for compensating for damages according to the National Compensation Act. judged.

"We can admit that a grenade was generated during the Damyang military base's shooting training process, and some soldiers who arrived late at the shooting range did not receive 'pre-fire hazard prediction training' and caused an accident during the training process, the court said.

In response to the plaintiff's claim that hair did not grow in the injured area and suffered permanent damage, and that the rate of loss of work ability was 24.4%, he did not accept the claim, saying "submitted evidence alone is not enough to admit this." The compensation was set at 10 million won.
