The Seoul Metropolitan Office of Education Superintendent Jo Hee-yeon has been accused of blocking the submission of student records of Cho Min, the daughter of former Justice Minister Cho Kuk.

The civic group, the Solidarity for Correcting the Rule of Law, filed a complaint with the Seoul Central District Prosecutors' Office today (6th) on charges of abuse of power and obstruction of the exercise of the right.

They asked Korea University to submit a copy of the student record to Hanyeong Foreign Language High School, Cho's alma mater, in order to deal with Jo Min's admission cancellation, but the former Minister Cho said that he could not agree to this. They said, "This is a case where the city office of education abused its authority and obstructed Hanyeong Foreign Language High School's right to submit student records."

They said, “According to Article 30-6, Paragraph 1, Paragraph 6 of the Elementary and Secondary Education Act, if Korea University requests to submit a student record in the process of canceling Jo Min’s admission, Hanyeong Foreign Language High School can provide it without the consent of a third party, and If it is necessary for an administrative agency with supervisory and auditing authority to handle its work, the student record may be submitted without the consent of a third party,” he added.
