The smart watch provided by the police at that time was a GPS method that measures the location value of the terminal through satellite signals, but there was a problem that the location value was not measured indoors.



The ACRC pointed out that the police did not explain this to the victim even though they knew from the time the police introduced the smart watch that the location of the person being protected may not be displayed accurately if they are indoors.



At the same time, it was decided that an explanation that 'a location error may occur due to a communication error' is insufficient, and that the problem should be sufficiently explained to the person being protected in advance.
