The National Human Rights Commission of Korea (NHRCK) announced on the 10th the results of an investigation that an administrative subordinate officer of a certain army unit continued to use verbal abuse and assault on administrative soldiers, and recommended the division commander to take disciplinary action against the administrative officer.



Citing the complaint filed by one of the three victims, the Human Rights Commission said, "The administrative subordinate used his position to habitually assault."



Victims said an administrative officer struck the vaccination site of an administrative officer who had been vaccinated, swearing and assaulting him, and insulting him in public.



It is known that a sergeant in the same unit called a self-quarantine soldier after returning from vacation and ordered his work.



The Human Rights Commission, which received complaints from the victims, said that as a result of the investigation, the victims' claims were generally accepted as true.



The Human Rights Commission said, "Administrative subordinates cursed and shouted several times, threw water bottles or nearby items to the floor when angry, and hit the victims' arms, backs and stomachs several times," the Human Rights Commission said.



It is said that the administrative subordinate made a statement during the investigation by the Human Rights Commission to the effect that "it was a joke, and when angry, he talked to himself and threw things. I am reflecting on this incident as an opportunity."



However, the Human Rights Commission judged that "it is difficult to see it as a simple joke, and even if it is a joke, it is clear that it is an inappropriate act."



Regarding the sergeant who ordered a soldier who is in self-quarantine to work after returning from vacation, he recommended caution, saying, "I violated the general right to freedom of action by giving an unfair order as a superior against the will of the victim."



In addition, he recommended a written warning to the company commander who stated that he was unaware of the violence and verbal abuse that took place within the unit, saying, "The excuse of not knowing simply does not excuse responsibility."



The Human Rights Committee said to the division commander, "To prevent similar human rights violations, spread the case of this incident to subordinate units, provide self-human rights education to the division's executives, and strengthen guidance and supervision so that 'Voice of the Heart' (requesting wishes) is well managed. "He said.



It was recommended that the victims receive advice from a barracks life counselor so that they can spend the rest of their military service well.
