Kim Man-bae, the major shareholder of Hwacheon Daeyu, the key figure in the Daejang-dong development lobbying case, and lawyer Nam-wook, the owner of Cheonhwa-dongin No. 4, were arrested.

The arrest warrant for Jung Min-yong, who was also requested for an arrest warrant, was dismissed.

Judge Seo Bo-min of the Seoul Central District Court issued an arrest warrant saying, "Kim's criminal charges have been clarified and there is a risk of destroying evidence."

Judge Moon Seong-gwan also issued a warrant for lawyer Nam, saying, "The charges have been clarified and there is a risk of destroying evidence."

However, regarding lawyer Jung, the prosecution's request for an arrest warrant was dismissed, saying, "There is no fear of escaping or destroying evidence."

Three people, including Kim, are accused of collaborating with Yoo Dong-gyu, former head of the planning department of Seongnam Urban Development Corporation, to design a project that will cost Hwacheon Daeyu at least 65.1 billion won in damages.
