You may have seen advertisements for local housing associations that say you can move in at 30-40% cheaper than the market price. These days, it's getting harder and harder to get a house for yourself, and there are people who just believe in the advertisements and join the union, but you have to look closely.

Reporter Park Byung-il covered the story.

<Reporter> In

2015, while newlyweds, Lee Mo joined a local housing association after accidentally visiting a sale promotion center.

He also received a loan and paid 120 million won as a down payment and contribution.

[Lee○○: He said that he had secured 85% of the land and was talking while blocking the documents. 'This is 100% progress'.] About

180 people joined the union in this way, and the amount of deposit and contribution amounted to 15.4 billion won.

[Bang○○ / Union member oppa: At that time, the selling price around was 700-800 million won. So, they said that they would designate a lake for about 400 million won (he said.)]

However, the business has not progressed for over 5 years, and no union fee remains.

Some union members even gave up their lives after taking up debt to pay their share, but after pessimism.

[Bang○○ / Union member brother: My sister is not able to pay interest, so she just borrowed bonds, so she is not in this world right now. I made an extreme choice... .]

I met the president at the time.

He said that he was promoted by a business agency, and most of the money paid by the union members was used for business expenses.

[Bae○○/Chairman at the time: (Did you spend all that?) 7 billion won was paid as a down payment for the land, and the rest went to advertising, publicity, model house, and essential business expenses.]

I looked at the settlement report.

Of the 15.4 billion won paid by union members, 8.1 billion won in agency fees and 2.4 billion won in advertising costs are said to have been spent.

Even though there was no progress in the business, they received 8.1 billion won in commission.

[Bae○○/Chairman at the time: Well, if expenses, salaries, and all of these things go up, it can't be helped. (Approve) You have to. Yes? That's why I stamped it.]

A housing association in Guro-gu, Seoul is a similar case.

The business was sluggish, and even though we did not get permission to establish a union, we spent all 45 billion won of money paid by 847 people.

As for land, only 2.7% of the total required land was purchased, with 4.7 billion won for agency expenses and 9.5 billion won for recruitment fees.

[Ha Yong-young / Union Member: Anyone can see this is a scam. Even if they did not even start construction, they (agency) forgot everything in this way.] A

total of 730 local housing associations were formed from 2000 to recently.

Of these, only 126, or 17%, have completed their move-in, and only 8.5% in Seoul alone.

The problem is that there is no way to do anything about using up all of the union dues with an appropriate name in the member recruitment stage, which is before the authorization, because the audit duty is only after the approval of the union establishment.

[Kwon Jae-joong/Professor of Real Estate Department, Myongji University: If it is not approved as a union, it becomes a random organization.

So there is no way to sanction it by law.

If you waste money before the establishment of the association, there is no way to receive it.]

Therefore, experts point out that in the stage of promoting the association, the agency needs to promote the business with its own capital, and the system must be urgently supplemented so that it is covered by the association fee after the association is established.
