Previously, on the 6th, Hong, a third-year student at a specialized high school, died while diving to remove barnacles attached to the bottom of a yacht as a field trainee.



It was investigated that the employer ordered the dive to remove the barnacles even though Hong did not have a diving qualification or license, and did not conduct a safety check on diving equipment before work.



In addition, it was found that basic safety rules such as two-person work in one group, placement of a watcher, and provision of safety equipment were not observed.



According to Article 140 of the Mountain Mountain Act, diving work orders are restricted to those who do not have the necessary qualifications for diving work classified as hazardous and dangerous work. An employer who violates this may be punished by imprisonment for not more than three years or by a fine of not more than 30 million won.



In addition, Articles 38 (Safety Measures) and 39 (Health Measures) of the same Act stipulate the employer's obligation to take measures to prevent industrial accidents and health disorders. Violation of this rule may result in death of a worker, punishable by up to 7 years in prison or a fine of up to 100 million won.



In addition, five violations of the Mountain Safety Act were found, such as not installing the central railing on the deck and failing to conduct a health check before work assignment.




This accident is the first fatal accident since October of last year, when the mandatory regulations related to worker safety and health were applied mutatis mutandis to field trainees.
