Seongnam Mayor Lee Jae-myung, who took office in 2010, announced that the project would be promoted as a public development.

Since then, the Daejang-dong development project will return astronomical profits to private operators, even after deducting the public interest secured by Seongnam City for reasons such as the price increase.



Hwacheon Daeyu and its affiliates, Cheonhwa-dongin Nos. 1 to 7, have received dividends of over 400 billion won in the past three years alone, and are expected to earn hundreds of billions of won in additional profits by directly participating in the Daejang-dong sales project.



How did Hwacheon Daeyu and Cheonhwa Dongin achieve such huge profits?



The answer lies in how revenue is shared.



Seongnam Urban Development Corporation, which owns a 50% stake, has set an upper limit to not receive more than 182.2 billion won in dividends, whereas Hwacheon Daeyu and Cheonhwa Dongin, which have only 7% stake, did not have this limitation.



Due to the steep rise in real estate prices at the time, land prices in Daejang-dong soared every year, and the profits went straight to Hwacheon Daeyu and Cheonhwadongin.



The first question that needs to be resolved is whether Seongnam City deliberately gave an advantage to Hwacheon Daeyu by creating such a profit distribution structure.



At that time, Seongnam Urban Development Corporation's planning division head Dong-gyu Yoo was at the center of the suspicion.



He is designated as the designer of the Daejang-dong project.
