Accordingly, from next year, the second child of basic and second-class households will also receive full tuition assistance, and the burden of deposits and rent for purchased rental housing will be reduced.



Today (15th), the Low Fertility and Aging Society Committee (hereinafter referred to as the Committee) decided to reduce the multi-child support standard to two children according to the 4th Basic Plan for Low Fertility and Aging Society (2021-2025) and reflect it in education, childcare, and housing support. .



This is because the 'ultra-low birth rate' phenomenon has worsened, such as the 'total fertility rate', which is the average number of births that a woman is expected to give birth to in her lifetime, to 0.84 by 2020, and the tendency to give up on having a second child has become clearer.



In particular, the proportion of households with three or more children, the target of the existing multi-child support policy, has decreased to 7.4% of all households with children, and the child-rearing support system provides the same cost and service per child, so social support for the burden of child-rearing for multi-child households is insufficient. A complaint has been raised.



According to the committee, starting next year, the full tuition support will be provided for the second child of basic and second-class households, and the third child of multi-child state scholarship eligible households (3 children or more, less than 8 categories of student financial aid).



From next year, the standard for 'child care service' in which a caregiver directly visits households with children under the age of 12, such as dual-income families, will also include 2 or more children (including 1 infant). ) is alleviated with furniture.



Housing assistance is also expanded.




The multi-child standard for integrated public rental housing (integrated permanent, national, and happy housing) that will be introduced next year will be relaxed to two or more children .



In addition, 27,500 rental housing units for multiple children will be supplied by 2025, and the deposit will be reduced in full or up to 50% in the case of purchased rental housing.



If you have multiple children (2 or more children) while living in a public rental housing, you will also be given priority when you want to move to a larger floor plan.



In addition, from the second half of this year, the 'high-speed train discount for two children' has been extended from the existing KTX to SRT, and a new discount is provided for 'households with two or more children' at cultural facilities such as the Seoul Arts Center.



At the local government level, by next year, support projects with three or more children will be shifted from two children to one, and more than half of the related support projects will be changed to households with two or more children.



The committee plans to review the implementation of short-term tasks until next year and review mid- to long-term tasks through the 'Multi-Child Support Council'.



Park Jin-kyung, secretary general of the committee, explained, "The policy to support multi-child households should be expanded from the existing support for families with three or more children in order to encourage childbirth to a reasonable child-rearing support policy that can be experienced according to the number of children, from households with two or more children."
