Ministry of Justice apologized to the public for this incident and said that it would strengthen the cooperation system with the police in the future.

However, plans for cooperation with the police have already been prepared for several years.

It is pointed out that the victims could have been prevented if the existing system had been followed.

This is the exclusive report by reporter Han Seong-hee.

[Mr. Kang (on the phone with an acquaintance): There is a very big accident right now.

Ha, no, I don't know why I did that.

My hands are torn, now.

I'm bleeding out...

]

Right after this call, after midnight, Mr. Kang went out for 20 minutes.

It is a violation of the order to restrict going out at night from 11 p.m. to 4 a.m.

A probation officer was dispatched after receiving the departure signal, but returned to Kang's explanation, "I went to a convenience store to buy medicine."

Since then, Kang's behavior has become bolder.

[Mr. Kang (call with an acquaintance): There is a guy who has turned into a rice cake in front of the playground, but looking at his wallet, he doesn't have any money.

There are public toilets.]

And 10 hours later, Mr. Kang broke the electronic anklet and fled.

At that time, SBS first checked the related content and began to cover it.

It has been almost a day since the electronic anklet was damaged, but there was no urgency to be found.

[Seoul Eastern Probation Office Manager: I'm looking for it now. I haven't been able to find it yet, so I don't have anything, now. You could be arrested.] The

Ministry of Justice replied that Mr. Kang

would be arrested by the

police soon.

[Ministry of Justice official: (From the police) If you narrow it down to CCTV, you will be caught quickly.]

However, the police showed that they would assist the Ministry of Justice in a situation where even the facts of Kang's criminal record were not delivered.

[Songpa Police Station Manager: (Did you arrest the electronic ankle thief?) I don't think we should check that. We have a special envoy, Justice. We're just cooperating.] A

few hours later, a second woman was killed.

Neither the Ministry of Justice nor the police knew of Mr. Kang's whereabouts until Mr. Kang came to the police station on his own feet.

After that, the Ministry of Justice announced measures to strengthen cooperation with the police, but the issue of strengthening cooperation was not pointed out for a year or two.

In 2011, the Board of Audit and Inspection pointed out this problem, and the head of the Ministry of Justice and the deputy chief of the National Police Agency discussed the system improvement.

It seems difficult to avoid the accusations that if the existing system was followed, Kang could have prevented further crimes.
