Kang Mo in his 50s is a person who has committed 14 crimes, including two sexual assaults. He recently served 15 years in prison and was released last May. He committed another horrific crime three months after returning to society.

Kang has committed 14 crimes since he was 17 years old and was sentenced to prison for special theft.



In 1996, he beat a woman in her 30s on the street to take money and sexually assault her. In September 2005, five months after being released from prison, she was sentenced to 15 years in prison for sexually harassing a woman in her 20s and was sentenced to 15 years in prison. I served my sentence.



Although he was released with an electronic anklet, Kang's name and personal information were not disclosed on the sex offender notification site.



This is because the provisions on the basis for disclosing the personal information of sex offenders were made late.



Kang, who damaged the electronic anklet three months after being released from prison, had already killed a woman in her 40s at her home before breaking the electronic anklet. He was taken to the police station and confessed to the crime.



Police believe the two were killed by strangulation.



As for the reason why he surrendered, it is reported that Kang stated, "It was because I thought that the crime would be discovered and caught by the police."



The police are investigating the motive of the crime against Kang, whether the crime was planned, as well as whether there were additional crimes.
