On August 21, a state commission authorized the booster to refuel ahead of the launch of OneWeb communications satellites.

The Soyuz launch was postponed twice. For the first time, the reason for the transfer was a malfunction of the Russian equipment of the launch complex. In the second, OneWeb asked to postpone the launch due to a software malfunction in the satellite ground control complex.
