As reported by TASS, we are talking about the Soyuz-2.1b rocket, the launch was postponed to August 22. 

Earlier it was reported that the launch of Soyuz-2.1b with 34 OneWeb spacecraft was scheduled for August 20.

After that, the launch of the rocket was postponed to August 21.
