The so-called blacklist case of the Ministry of Environment is the suspicion that the Ministry of Environment had systematic recruitment irregularities in order to appoint a desired person as the head of the organization. A court found a work-related injury for a public official who took the stress out of the incident and made an extreme choice.

Mr. A, who served as the head of the Korea Environmental Industry and Technology Institute, an organization affiliated with the Ministry of Environment, applied for the general manager competition in 2018.



Although he was placed in the final three candidates, the situation after that went differently than expected.



Suddenly, the Institute of Technology said that it would start the competition again from the beginning and received a notice that there would be a relegation to Mr. A, who even received a suggestion to appoint him as the general manager within the organization.



Person A, who complained of extreme stress in this situation, left a suicide note saying, 'I worked for the Ministry of Environment for 20 years and for a technical institute for 13 years,' and made an extreme choice in December of that year.



The bereaved family claimed that Mr. A's death was caused by unfair business practices and demanded payment of survivors' benefits and funeral expenses, but the Korea Labor Welfare Service refused and eventually filed a lawsuit.



Then the following year, suspicions of the Ministry of Environment's blacklist arose, and as a result of investigation and trial, it was revealed that the Minister of Environment had committed fraud to appoint Mr. B, who had competed with Mr.



The Seoul Administrative Court ruled that Mr. A's extreme choice seemed to have been caused by stress caused by an unfair personnel procedure, and recognized a work-related accident.



Former Environment Minister Kim Eun-kyung, who was charged with the blacklist case by the Ministry of Environment, was sentenced to two years and six months in prison in the first trial.
