During the Park Geun-hye administration, Seowon Choi (formerly Soonsil Choi), who was sentenced to 18 years in prison for the case of'Gukjeong Nongdan', sued prison officials for being harassed in the course of medical treatment.

Choi recently filed a complaint with the Supreme Prosecutors' Office on charges of forced harassment, job abandonment, and ex officio abuse of the head of the Cheongju Women's Prison, and the head of the prison.

It is reported that Choi claimed that there was a forced harassment by the head of the medical department during the treatment process, and the head of the prison knows that he has tolerated.

Choi is also known to have insisted that "the medical chief usually talks to the inmates kindly" and that "the prison side gives a so-called'elephant injection' to the inmates who are in trouble."

The Ministry of Justice refuted that Choi's allegations were very different from the facts.

The Ministry of Justice pointed out that "a female employee is always present in the treatment process of the detainee."

"The head of the medical department has never prescribed pain injections (elephant injections) used in psychiatry to prisoners, and the guest psychiatrist has not prescribed them either." "I refuted.

Regarding the claim that the prison side did not take appropriate measures even though they protested acts such as forced harassment, he said, "We took administrative measures according to due process, such as explaining that it is an appropriate medical measure for the treatment of pain."

Choi also accused the prosecution of an employee at the Eastern Detention Center in Seoul, where he was imprisoned in 2019, saying that he was prohibited from writing letters to former President Park.
