Today (28th), the 8 o'clock news will start with the content we covered alone.

The Board of Audit and Inspection announced the results of last year's audit to see if there were any problems with the early shutdown of Wolseong Nuclear Power Plant Unit 1.

Auditor General Choi Jae-hyung also said that it was the first time that this was the first time for an audit that was highly resistant to such resistance.

Since then, the prosecution in an investigation turned over three officials from the Ministry of Industry to trial, and the Panda team has obtained a list of 530 files that have been deleted and their specific crime charges.

First, reporter So Hwan-wook.

<Reporter> The

complaint sheet obtained by the Panda team until the end is 31 pages long, including the fact of the complaint against the three employees of the Ministry of Trade, Industry and Energy and a list of 530 files they deleted.

In October and November, 2019, the auditor, which had undergone an audit at the request of the National Assembly, requested the Ministry of Industry twice for data related to the decision to shut down the Wolseong nuclear power plant.

Three years of internal reporting data related to Wolseong Unit 1, data discussed or reported with the Blue House, and all data discussed with Korea Hydro & Nuclear Power.

Upon receiving the request from the Auditor, the head of the industry division, Moo Jeong, and the secretary of Mo Kim, who were in charge of the main department at the time of the decision to close it, said, "We discussed with the person in charge of the nuclear power plant industry policy department to submit only part of the official final document, excluding the data requested by the auditor." It was timely in the complaint.

It means that the Ministry of Industry had previously agreed to delete interim reports or internal consultation materials that the Audit Office could judge as having an influence on KHNP.

Sunday, December 1, 2019, at 11:00 p.m. the day before the auditor began securing data.

Clerk Kim entered the nuclear power plant policy department office without access rights and deleted 530 files by 1:30 am, but the prosecution said'ㄴㅇㄹ' in the text so that even if they changed the file name to a number or restored the file, it was difficult to search. He revealed that he used the method of writing the same text, modifying it, saving it, and deleting it.

He added that he also erased emails, mobile phones, and related data in the Smart Work Center cloud.

The prosecution stated in the complaint that the data that they had collated and deleted were directly or indirectly related to the early closure of Wolsong Unit 1.

Then, let's take a look at what was contained in the deleted file.

Among the data deleted by public officials, there were several documents that the Ministry of Industry reported to the Blue House.

Some 20 days before the board of directors, which decided to shut down the nuclear power plant, had already reported the results to the Blue House.

This is Kwon Ji-yoon.

<Reporter> This

is a deleted file titled'Status of Implementation of Complementary Measures for Energy Conversion and Future Schedule'.

This file was created by the Ministry of Industry on May 23, 2018, and it is stated in the title BH, or'Send to the Blue House'.

The prosecution, who restored this file, said that the indictment contained the contents that "on June 15th, the board of directors of KHNP will decide to close the Wolsong unit 1 early and immediately shut down the operation."

The date of the board of directors as well as the results were reported to the Blue House 23 days before the meeting of the board of directors.

At that time, even before the final draft of economic evaluation for Wolseong Unit 1 was released, the schedule of KHNP's board of directors was not known even by the directors.

Earlier, the Board of Audit and Inspection announced the results of the audit that the Ministry of Industry and Industry had set a policy of early closure and immediate shutdown on April 4, 2018, two days after receiving an order from the Blue House to report, but the circumstances of the preliminary communication with the Blue House during the prosecution's investigation were more specific. Is revealed.

In June, when the board of directors of KHNP was imminent, 7 documents related to the Blue House were written.

Documents created for the purpose of reporting to the president were rewritten in response to a request for revision of the Blue House, and documents requested by the industrial policy secretary under the chief economic officer of the Blue House, as well as reports from the senior social media.

The document requested by the industrial secretary was made four days before the board of directors' meeting, and it was stated in the public complaint that it was a document that agreed to include worker employment guarantees in the press release on the premise of early closure.

The 4234 file created before the meeting of the board of directors was renamed and deleted so that the contents were unknown.

The original file name is'A matter to request from the CEO of Suwon Han'.

In addition to the content that'Wolseong Unit 1 needs to be concluded that it has no economic feasibility''It has already been reported to the Blue House and needs to be shut down immediately', it is necessary to make a decision by the KHNP board of directors immediately after the '6·13 local election. It is stated in the public complaint.

Controversy is expected as it may be interpreted as a government agency's attempt to set the date of the board of directors in favor of the election.

Along with this, it turned out that a document that identified the trends of civic groups and unions opposing the government's policy of post-nuclearization was also deleted.

A civic group called'National Action for Exporting Nuclear Power' reported to the Seoul Metropolitan Government and the police that it would hold a rally, but it was also confirmed that the application was obtained and deleted by the Ministry of Industry.

This is reporter Kim Kwan-jin.

<Reporter>

On March 20, 2018, a civic group'National Action for Exporting Nuclear Power' was launched.

However, half a day before the organization was officially launched, a trend report prepared by the Ministry of Industry came out from a deleted file.

This file was created by grasping the trends of civic groups before the launch. Starting with this document, four trend reports were produced in relation to the press conference and rally organized by the group for a month and a half.

Reports created in this way were saved and deleted in the respective civic group name folder.

Not only this.

In the list of restored files obtained by the Panda Team to the end, there is also an application for the Gwanghwamun event written by the relevant civic group.

The group said that the report of the assembly was filed only in two places, the police and the city of Seoul, but this application was obtained and deleted by the Ministry of Industry.

[Han-Gyu Joo/Professor, Department of Nuclear Engineering, Seoul National University (National Action for Exporting Nuclear Power Plants): Reported trends and, in some ways, inspected them.

That what you say or do is subject to surveillance...

.]

Not only civic groups, but also files containing the trends of the KHNP union, which have been opposed to the post-nuclear policy, have also been released.

This deleted file, titled ``Trends of the New President Han Su-won,'' was created on March 9, 2018, a month before the appointment of the president.

[Lee Sang-min/Attorney: It's very unusual.

Officials of the Ministry of Trade, Industry and Energy systematically monitor the movements of the labor unions of the affiliated public institutions and write reports to the top. This is not a general process.]

We are looking at the main contents of the files deleted by officials of the Ministry of Industry.

When I restored my computer, there was also a folder with this name.

It means'north' in Finnish.

There are a lot of files related to North Korea in this folder, but reporter Do-gyun Kim will give the details.

<Reporter> There

are 17 files to be deleted related to North Korea in the complaint, and 13 files with the same name are the same.

As a result of the restoration, these files were all under the parent folder called '60 pohjois'.

'pohjois' means'north' in Finnish, and it is presumed to be careful enough to write Finnish.

Here is a detailed look at the deleted files.

Two versions of the'North Korean Nuclear Power Plant Construction Promotion Plan' file were deleted from the'North Cone' folder, which seems to be an abbreviation of'North Korean nuclear power plant promotion plan', and'Step-by-Step Cooperation Task for North Korean Power Infrastructure Construction' and'North Korea' The'Power Industry Status and German Integration Case' file has been deleted.

In addition, it was indicated that KEDO, namely, the list of experienced persons of the Korean Peninsula Energy Development Organization, the list of experts in the inter-Korean economic cooperation in the energy field, and the resumes of some experts were made and deleted.

The notable part is the creation date written in the file name.

Of the 17 files, all 6 files with the date of creation were written from May 2 to 15, 2018, between the 1st Inter-Korean Summit and the 2nd Inter-Korean Summit in 2018.

The reason for the creation and deletion of these files was inquired, but the Ministry of Industry said that it is difficult to answer because it is a matter under prosecution investigation.

Even if it was a simple review document created in the context of improving inter-Korean relations, it should be clarified why the document had to be deleted secretly at night without submitting it to the Audit Office.

Then, let's look at why the officials of the Ministry of Industry deleted materials that contained such sensitive information. Currently, among the three people handed over to the trial, a person named Moo Mo Moon is suspected of ordering the deletion of the material. But, when that happened, Director Moon was dispatched to the Ministry of Foreign Affairs. The other two officials were not affiliated with the department in charge of the Ministry of Industry. Therefore, the prosecution is investigating whether it would have been difficult for them to arbitrarily decide on the deletion of the nuclear data, and whether they systematically intervened in the upper line.

Reporter Park Sang-jin reported this.

<Reporter> The

prosecution stated in the complaint that he was the person who indicted the arrested Director Moo Moo, ordered the file to be deleted, and approved the omission of the required data from the auditor.

Around November 2019, when the file was ordered to be deleted and approved, it was when Director Moon was dispatched to the Ministry of Foreign Affairs.

I wasn't working in the Ministry of Trade, Industry and Energy, let alone the department in charge.

In addition to former Director Moon, Moo Jeong, who was prosecuted without arrest, belonged to the Department of Energy Innovation Policy of the Ministry of Industry, and Mo Kim, who was arrested, belonged to the Department of Shipbuilding and Offshore Plants.

[Kim Han-kyu/Attorney: Even if you are not in charge of the department, administrative support can be provided in preparation for the audit of the auditor. However, if the related data is deleted or the omission is approved, it is highly likely to violate the current law.] The

Ministry of Industry officially apologized for the deletion of the data, but the employee is drawing a line as an action taken by itself.

[Sung Yun-mo/Minister of Trade, Industry and Energy (National Audit in October of last year): I am sorry for the deletion of the data by public officials for any reason. He said he wasn't talking about the Ministry of Commerce, Industry and Energy or government organizational content... .]

However, the prosecution pointed out the possibility of organizational intervention in the complaint, saying that Jung and Secretary Kim had discussed with the nuclear power plant industry policy department, the main department before the data was deleted.

In the warrant examination, it was reported that "the criminal interests of Director Moon and the like are directly linked to the entire Ministry of Industry," and it was reported that he mentioned the possibility of harm to related parties such as Korea Hydro & Nuclear Power as well as the situation of systematic protection of the Ministry of Industry against Director Moon .

In other words, the prosecution sees that their actions are impossible without the approval of the highest levels of the Ministry and the organizational intervention of the Ministry of Industry.

Reporter Park Sang-jin of the Panda Team is here until the end of this coverage.

Q. Disclosure of the complaint.. Newly revealed content?

[Reporter Park Sang-jin: In October of last year, the audit result of the auditor was partially revealed, but the employees of the Ministry of Industry agreed to select, omit and delete the data requested by the auditor. Also, about 20 days before KHNP decided to shut down the nuclear power plant, it discussed and reported with the Blue House. In addition, 530 deleted files reveal the fact that they have obtained the application for assembly of the opposing civic groups, grasp the trend, and made the North Korean nuclear power plant promotion plan.]

Q. How the files were created and deleted

.

..What is the position of the Ministry of Industry?

[Reporter Park Sang-jin: The Ministry of Industry has no answer because it is investigating the details of the file creation and deletion, considering that the investigation is underway with former Minister Baek Un-gyu. The Ministry of Industry has been actively administering to promote the state affairs task of leaving nuclear power, and officials of the Ministry of Industry have argued that the deletion of data is a sort of gathering of unnecessary data that may be misunderstood by the auditor. The prosecution's opinion is different. He said that interfering with the audit by deleting the requested data could lead to the collapse of the foundation of the state's function. The public interest interfered with the verification of facts in such hyper-focused matters, leading to national division. They are showing that they did. Now, by all means, the prosecution is the result of the prosecution's investigation so far, so a fierce battle is expected in the trial that will begin in March.]

Q. How to obtain?

[Reporter Park Sang-jin: For the importance of this case and for the public's right to know, we are planning to release the full list of 530 files and the full list of public complaints on the SBS News website as soon as the news is over. Until our end, the Panda team has been intensively covering various parties in the case for over a month after prosecution. I will tell you once again that the contents were obtained through a legitimate channel, not through the prosecution.]
