When the security company's alarm sounds, he hides the black envelope he was holding in his hand and hurried to evacuate.



The items contained in the black envelope were intended to set fire with combustible materials.



A man who returned after 3 hours succeeded in lighting the stairs of the building this time, but was found by the police who were looking around after receiving a report of attempted arson, and fortunately it did not spread to a large fire.



The police urgently arrested Mr. A, who ran away immediately after the crime, and returned to the scene 50 minutes later, on charges of arranging the prefecture building.



According to a police investigation, Mr. A was found to have committed the same crime when he lost to a civil lawsuit related to property occupation with the building owner.



In 2014, Mr. A was known to have filed a lawsuit with the city of Gwangju in relation to the wastewater problem in his store, but was dissatisfied with the ruling and set fire to Seoul Subway Line 3, and was released last year after receiving five years in prison.
