9th, this year's second year high school student visited the Constitutional Court and submitted a request for a Constitutional Petition for the '2023 Admissions Admissions Notice' recently announced by Seoul National University.

Earlier, the student brought together people to post to the community to sue, and all nine of them filed the bill together.

Of course, all nine are high school students or graduates preparing for the SAT exam.



During the busy period of study, how did the students even prepare for a lawsuit?

That's because Seoul National University decided to reflect the score of the subject evaluation from the 2023 school year in the regular-regular screening that only reflected the SAT scores.

In the first stage, only the SAT scores were selected, and in the second stage, 80 points for the SAT and 20 points for subject evaluation were added.

In addition, the on-time-regional balance screening was newly established, and 60 points for the SAT and 40 points for subject evaluation were added.



'Anyway, it's on time, so if I reflect a larger percentage of the SAT and even a smaller percentage of subject evaluation, isn't it better and balanced?'

This can be thought of.

However, both armies argue that basic rights such as freedom of choice have been violated.

For the 23rd grade college entrance exams, high school 1 or 2 high school students will be taking the exam, but they have already received the grades they received for some semesters.

Without knowing at all that on-time subject evaluation can be reflected as an evaluation factor.

That's why the sudden announcement of Seoul National University is just too daunting for them, and there is no choice but to worry that other schools will make a similar decision in response to the Seoul National University's move, and finally, they even filed a lawsuit.




● The question of the'university process' that began in the motherland



As everyone knows, university admission in Korea is divided into regular and occasional admissions.

On time, the SAT score is the main evaluation factor.

In fact, this year, the top 15 universities, including Seoul National University, Yonsei University, and Korea University, plan to select successful candidates only on the basis of the SAT scores on time.

On the other hand, at any time, the successful candidates are selected through the course submission (Student Department's subject selection), the Student Department's comprehensive screening, and the essay writing screening, and in this process, the SAT scores are partially reflected in such a way as the minimum academic level.



The ratio between the on-time and frequent selections has changed little by little, but in recent years, there have been an overwhelmingly large number of frequent selections.

In fact, the proportion of on-time selection was 42% in 2010, but dropped to 23% in 20th year.

That's why the proportion of recruitment has increased, and in the 21st year, 268,374 people, or 77% of the total recruitment, are selected from time to time.

In particular, 67% of the total number of recruits are selected through the student department screening.

As such, the proposition of'giving more opportunities to students who are faithful to school education (public education)' has become a consensus for the college admissions process, which has been weighed in the student department's selection.



However, there was an incident that shakes this order last year.

At a time when there were reports of verification on former Justice Minister Cho Kook, it was revealed that the child of former Minister Cho was listed as the first author of a specific paper.

As a result, suspicion that this false career might have influenced the process of admission to college by the occasional admission of former Minister Cho's children drew attention.

At Korea University, where Cho's children were enrolled, it was difficult to conceal the authenticity of the university because there were no records at the time, but it is clear that the suspicion of Cho's suspicion led to a question about the college admission process.




●'Substitute process' shaken by on-time expansion



But, unexpected answers came out.

He announced that he would expand the schedule for fairness in education (October 22, 2019, President Moon Jae-in's speech at the National Assembly).

In the educational world, pointed out that the college admissions system was rather retreating.

In addition to revitalizing public education, the admissions process for the student department has been steadily expanded for the purpose of the college admission process, because countermeasures have been taken.



The Ministry of Education immediately started beating the student department screening.

The Ministry of Education formed a survey team to conduct a survey on 13 universities with a high rate of student-department general admissions and a high rate of student selection for special or autonomous high schools.

At the time of presenting the results of the survey, Vice Minister of Education Park Baek-beom said that the trend of ``high school ranking'' was consistently observed in these universities (a briefing on the results of the survey on the results of a comprehensive survey of 13 universities on November 6, 2019).

Based on the results of the survey, it was decided to conduct follow-up audits of these universities.

Some criticized colleges not to tame them to reduce the rate of comprehensive admissions by student department and to increase the on-time rate, but the education authorities that did not give in to increase the fairness of education were 16 universities (Seoul National University, Yonsei University , Korea University, Sogang University, Sungkyunkwan University, etc.).(November 28, 2019, the Ministry of Education announced the reinforcement of fairness in the college admission system).



For a little more than a month, the government broke down its social consensus and increased the proportion of on-time to the level of 10 years ago.

From college admission in 2022, 7 universities including Seoul National University decided to increase the on-time selection rate to 30%, and 9 universities including Yonsei University and Korea University to 40% or more.

As an aside, did the follow-up audit of the Ministry of Education really find a bad thing like the high school grade system?

The Ministry of Education released the results of a follow-up audit in one year last month, and explained that it was not possible to find evidence of the high school grade system in the comprehensive screening of the Ministry of Students.



● In the end, the only thing that suffered was that the



government pushed to expand the schedule to improve fairness in college admission, so universities had to increase the ratio of on-time selection without knowing the English language.

In the process, the order that has been maintained over the past few years, the proposition of'giving more opportunities to students who are faithful to school education', was greatly shaken.




In the midst of this, Seoul National University seems to have tried to balance it by changing it to reflect the score of the subject evaluation even on time.

In fact, an official at Seoul National University explained the reason for the change, saying, "It was to evaluate whether we were faithful to school classes even on time."



Ultimately, what I wanted to point out was that Seoul National University's decision was consequently correct, and that does not mean that the Ministry of Education's on-time expansion policy was correct.

If the social consensus on'what is fair' in college admission is shaken, and if it leads to a mismatch judgment between the education authorities and the university, the damage caused by uncertainty is that the students will suffer.



The results of this lawsuit filed by students, whether winning or losing, are expected to highlight only the bitter side of our society.

It's just a pity for our students to have to file a lawsuit with the university they want to go to.
