In the list of people who agreed to appoint new judges with general legal experience, announced today (18th) by the Judges' Personnel Committee, clearly reflected the movement of the'post-prosecution, court'

According to the legal profession, about 40 people, mainly young prosecutors in their 30s, left the prosecutors' office to move to the courthouse, and 15 of them, the largest ever, passed.

Since the introduction of the experienced judge system in force since January 2013 in order to unify the law, it is interpreted that the anxiety within the prosecution organization due to the prosecution reforms has been reflected as the largest number of personnel has moved from the prosecution to the court.

Among the successful judges who have selected a person with more than 5 years of legal experience, Kim Jo-won, the son of former Cheong Wa Dae Min Jeong, Kim Seo-hyun (34th, 41st Judicial Research and Training Institute) Suwon District Prosecutor's Office, and Lee Shin-ae, who was dispatched to the ``Drooking Special Prosecutors Team'' to investigate Gyeongnam Governor Kim Gyeong-soo ( 34·43) The Uijeongbu District Prosecutors' Office was included.

In addition, Kwon Seul-gi (39/41), who was selected as an excellent human rights prosecutor in 2015, also included a prosecutor of the Suwon District Prosecutors' Office, 39-44 of the Judicial Research and Training Institute, and a four-time bar exam.

All of them are in their 30s.

According to the Supreme Court and Democratic Party's Office of Congressman Ki-sang Choi, the number of prosecutors who moved to the court after the introduction of the experienced judge system was shown by year in 2013 (3), 2014 (1), 2015 (2), and 2016 (1). , 2017 (1 person), 2018 (4 people), 2019 (7 people), etc. until last year, there were 19 people, and a total of 34 people including 15 people who will be newly appointed this year.

The Supreme Court announced this year's plan for hiring judges with general legal experience at the end of January, and it was counted that more than 500 people applied.

About 40 people applied for the prosecutor, and about 25 of them were initially expected to be appointed, but the final number was 15.

Strictly speaking, there is no guarantee that all 155 people eligible for the appointment agreement announced today by the Supreme Court that they have passed the final review of the Judges' Personnel Committee will be passed.

This is because the consent process for the Supreme Court Justices' meeting, which will be held in the middle of next month, remains.

However, if there are no major problems, it is expected to be hired as it is.

In the legal profession, in the past, incumbent prosecutors have applied for career judges to go to court, but it is observed that it is unusual for a large number of young prosecutors to leave the organization like this year.

There is also an analysis that the morale of young prosecutors declined due to the fact that the atmosphere of the prosecution organization was not good due to the adjustment of the prosecutor's right of investigation, the establishment of a high-ranking public officials criminal investigation office (airport office), and the conflict between the Ministry of Justice and the prosecution.

When prosecutors apply for a career judge, the facts of application will be exposed during the internal reporting process, and if they fail to be hired as a career judge and remain in the organization, it is known that there were not many applicants so far.

An official in the legal profession said, "The disturbing situation within the prosecution organization must have stimulated the hearts of young prosecutors who are contemplating moving to the court. Of course, there was an atmosphere to pursue a career in the prosecution and apply for a career judge with the aim of hiring a judge from the beginning." I said.
