Today, in the second order, let's look at how different the court ruling, which angered the whole people by imposing light punishment on Cho Doo-soon, has changed over the years.

each year who commit sex crimes against children and adolescents.



I looked at two of them.



In April of last year, a 47-year-old man brought an elementary school student to this inn.



It was about 300m from the school.

That day, the man forcibly harassed and raped an elementary school student.



The penalty was 13 years in prison.



Upon completion of the sentence in 2032, you will wear an electronic anklet for 20 years and receive probation.



The court judged that the sexual assault was undoubtedly unproven, and that it was an attempt.



And he was sentenced to a year heavier than Jo Doo-soon 12 years ago.



On the other hand, there are judgments like this.



In April 2018, a 34-year-old man was handed over to trial for sexual assault by taking an elementary school student he found out through a chat app to his home.



Considering the fact that the child was given alcohol before the crime and operated a tutoring academy for children, a medium sentence was expected, but in the first trial, eight years in prison, and in the second trial, three years were sentenced.

The Supreme Court judgment has not changed either.



The main reason was that there was no assault or blackmail.

Two-thirds of these sexual violence crimes against children and adolescents are forced assault, and the rest are sexual assaults and similar sexual assaults.



Why is that?

Let's take a closer look.



From January of last year to July of this year, Mabujakchi analyzed 300 cases of child and adolescent sexual assault cases sentenced across the country.



Of the total, 82.0% were imprisoned and 16.3% were suspended.



Compared to 2018, prison sentences have increased a little and probation has decreased.



The average prison sentence was 6 years and 2 months, an increase of nearly 1 year from 2018.



In general, punishments for sexual offenders against children like Doo-Soon Cho are getting heavier than before, but as you have seen a while ago, the problem is that rulings that do not conform to the public sentiment are still coming out.



We will also check the prevention of recidivism after punishment.



First is the electronic anklet.



Of the 300 judgments analyzed, only 37 cases, or 12.3%, were ordered to attach electronic anklets.



The rest were excluded from location tracking management. Among the last one-and-a-half years of judgment, even if the sentence was higher than the average, 9% of cases, and 27 cases, did not claim the electronic anklet attachment or the claim was dismissed.



The reason for dismissal was that there was no history of sexual crime in the past, and there were contents that the risk of the crime was not high for unspecified targets because their birth daughter and stepdaughter were the targets of the crime.
