10 out of 12 Supreme Justices decided that when notified by an off-legal union, constitutional rights such as labor rights were limited, so the legal basis should be clear in addition to the enforcement decree.



Two people, including Lee Gi-taek and Justice Dong-won Lee, expressed their opposition, saying, "There is no legal system in a civilized society that accepts compulsory claims to only ask for legal status without obeying the Ministry of Employment and Labor's corrective orders."



With this ruling, the KTU does not immediately become a legal union.



The status of an out-of-law union will be maintained until the deliberation for revocation of the Seoul High Court is completed.



In particular, the notification of the KTU outside the law union was a case that raised suspicion that the'Park Geun-hye administration' and'Yang Seung-tae's Supreme Court' had dealt with the trial.
