While Cho Doo-soon, who kidnapped a 10-year-old child and raped him, is about to be released in December, the Democratic Party's Rep. Kim Young-ho proposed an amendment to the law to permanently isolate sex offenders targeting children and adolescents from society.

Today (26th) Rep. Kim announced that it has proposed an amendment to the'Special Act on the Condemning Life Sentence for Sexual Violence Crimes against Minors under the Age of 13' with the aim of raising the level of punishment for sexual offenders of children.

The amendment contains the content that if a sex offender who committed rape or harassment against a minor under the age of 13 commits another crime of the same kind after the execution of the sentence is completed, the court judges that he will be sentenced to life imprisonment where parole is impossible until death. . According to this amendment, Jo Doo-soon could be sentenced to life imprisonment, permanently isolated from society if he commits crimes such as rape or harassment after being released.

Rep. Kim raised the problem of the current system, saying, "Even if a child sexual offender with a heavy crime is sentenced to life imprisonment, the Korean criminal law system provides an opportunity for parole if certain requirements are met."

In addition, as the release of Jo Doo-soon approaches three months in the future, public anxiety is growing, but the level of punishment for sexual crimes against children and adolescents is far lower than the public's level. It is urgently necessary to institutionalize it,” he explained.

Along with the bill of Rep. Doo-soon Cho with the release in mind, the'Cho Doo-soon Access Prohibition Bill', which was initiated in November of last year, is also being highlighted.

At the time, the bill, initiated by Rep. Eun-hye Chung of the Democratic Party, prohibits sex offenders from accessing areas within 500m of the residences and schools of children and adolescents victims of sex crimes. Currently, sex offenders are only 100m away from the victim. On December 13, last year, Congressman Cho Doo-soon held a press conference exactly one year before his release date, saying, "100m is a short distance that an adult male can reach in 20 seconds. (With the current system) the lives of the victims and their families will be completely protected. I argued that it is stupid to think that I can.

The Child Safety Committee and the civic group Yellow Society also urged the National Assembly to begin legislative discussions, but the bill was held until the end of the 20th National Assembly term.
