Although it is inevitable that a lot of rain falls, it is certain that we could have prevented it if we had been prepared thoroughly. As a result of this rain, 7 people died as the piles of dirt collapsed in Gapyeong, Pyeongtaek, and Anseong, Gyeonggi-do.

Authorities said it was not dangerous, but reporter Hong Young-jae pointed out that the management is well done.

I visited the village of Anseong, which was hit by a landslide with an expert.

The landslide, which began at the top of the mountain, followed the stream hidden under the ground and descended 500 meters to a house with a poultry farm.

The pile of dirt went up to 400m even after hitting the private house.

[Lee Soo-gon/Former Professor of Civil Engineering, Seoul National University: When a landslide comes down from above, it hits like a snowball. It doesn't meander through the valley like water, but it goes straight. It is an area where there is no water... .]

This site, where one was killed, received the lowest 5 rating in the Landslide Risk Rating Survey.

It is also missing from vulnerable areas managed by Gyeonggi-do.

I thought it was less dangerous, but after the landslide, the Forest Service survey showed that the rocks were weathered and that there was a large amount of sediment.

It was an environment that would be washed away whenever the ground weakened due to continued rain.

The Gapyeong Pension, where three family members died, was built on a steep hillside and is a dangerous environment that can be damaged by earth and sand.

[Lee Su-gon/Former Professor, Department of Civil Engineering, Seoul National University: The angle is 35 degrees or 40 degrees toward the pension, but it is quite steep. Normally, it is considered dangerous if it is over 30 degrees.]

There is no regulation to assess the risk of landslides when the municipality gives permission for construction, and even if it is designated as a vulnerable area, there is no way to prevent the construction by conducting regular inspections twice a year.

[Gapyeong County Office officials: (vulnerable area) Let's go to the local inspection. Whether there is damage or not, or if emergency measures are needed. (But) we do not have the authority to forcibly'cannot develop this place.'] It

seems that the vulnerable management system needs to be supplemented so that it can effectively prevent damage.
