▲ Members of Incheon International Airport Corporation's trade unions holding appeals by announcing their position regarding the transition of non-regular security screening agents to regular jobs

In opposition to the decision that Incheon International Airport Corporation (Inguk) decided to directly hire 1,900 security screening employees as'Cheongwon Police' status, other SOEs and public incumbent employees also found their jobs We are keen on the possibility of becoming a'People's Republic of Korea'.

Recently, in the anonymous community'Blind', there are various opinions about where the next non-regular full-time direct employment agency will be and what is the proper way to switch to full-time.

It is a subject that is mainly mentioned by various corporations such as the Korea Airports Corporation and Busan Transportation Corporation and local governments.

In the case of Korea Airports Corporation, the transition to full-time employment was completed in the form of subsidiary employment at the end of last year, but construction employees are concerned about the possibility of the transition to'employment at the head office' again.

Some public sector employees are forming a consensus to empower the position of full-time Korean officials by writing, such as "The next is us. We must stop it."

The reason why they oppose direct employment is not so different from the public opinion on opposing employment.

It is argued that if a large number of employees are employed directly, it may infringe on the existing regular workers' work areas and the wage level of existing regular workers may be lowered to improve the treatment of those employed.

Mr. A, who works for a public institution in Seoul, said, "I am worried that if there are more subcontracting employees than regular employees at the head office, hiring them all will gradually increase their power and expand the scope of the existing regular employees to work." Said.

The issue of equity in the recruitment process is also discussed.

A ward office official, B, said, “If non-regular workers who have entered through different procedures from existing regular workers are employed equally as employees who have entered the bond, there is no sense in the beginning of the hiring process.” "For the young people who have been inclined, they have no choice but to feel a sense of relative deprivation."

The current government issued a guideline for converting 205,000 non-regular workers in the public sector to full-time by the end of this year by issuing guidelines for the transition to non-regular workers in public institutions on July 20, 2017.

According to the Ministry of Employment and Labor, as of the end of December last year, the conversion to regular workers for 193,000 non-regular workers was decided, achieving 94.2% of the target.

According to the guidelines, the public institution decides how to convert, such as direct employment or hiring a subsidiary, considering the size of the organization and the characteristics of the business.

It is specified that jobs directly related to people's life and safety are directly employed.

However, there were not many workplaces where the positions of non-regular workers and existing regular workers were sharply shifted over the form of transition to regular workers, and conflicts continued to arise in the public sector, such as Seoul Transportation Corporation, prior to Ingongguk.

On the other hand, some say that if a fair process is premised, a regular job is in favor.

C(27), who works in a public institution in Sejong City, said, “I think I can convince non-regular workers who are eligible for conversion if they go through a selection process that guarantees the same level of fairness as the existing recruitment process.” I'm against hiring, but I think it's okay if the process can be made transparent.”

Prof. Hang-Seop Choi, a professor of sociology at Kookmin University, said, "Everyone hopes for a full-time job, and in particular, fairness is the most important area in the process of hiring a public corporation. "For existing jobs, existing non-regular workers will also need a device to ensure fairness, such as taking tests under the same conditions as outsiders."
