General citizens filed a lawsuit against former President Park Geun-hye, saying that they had been traumatized by the so-called'National Agricultural Cooperative Federation', but they also lost their appeals after the first trial.

The 35th Civil Code of the Seoul High Court (Deputy Judge Bae Hyung-won, Cho Gwang-guk, Tae-heon Ha), ruled against the plaintiffs in the lawsuit against the 4,400 lawsuits against former President Park.

Plaintiffs filed a lawsuit in January 2017, saying that they had suffered mental suffering and damages due to the state's agricultural affairs that resulted from the late President Park's non-election.

In the trial, plaintiffs claimed that "President Park used his job to violate the Constitution and laws, and used the powers of the President to sign autographs, and the people suffered seriously."

On the other hand, former President Park said, "It is more than an extension of political struggle and propaganda, not just civil lawsuits."

The judge said, "People's actions and interests in crimes that infringe on public interests may differ, even if national and social interests have been violated by the actions of the defendant (President Park)."

He continued, "Some people felt angry and disappointed by the acts of the defendant depending on their political tendencies and values, while others may feel compassionate because they think the defendant was unfairly impeached and criminally punished."

He continued, "Even if there were citizens who felt subjective emotions such as anger due to the defendant's official misconduct and a series of situations triggered by it, it was impossible to conclude that all citizens suffered the degree of mental suffering that required compensation."

The court also pointed out that "the plaintiffs have to prove this individually, but there is no evidence, because all citizens cannot be said to have suffered mental damages from the acts of the defendants."

This is the first time that an appeal has been judged among several civil lawsuits against Park.

More than 4,900 people including former lawyer Roh Moo-hyun's son-in-law, Kwak Sang-un, filed the first lawsuit against Park in December 2016, but the trial is still pending.
