On the April 27 of the previous year, the Panmunjom Declaration adopted by the North and South Korean leaders has the phrase "Stop all hostilities, including the spread of flyers."

Subsequently, two bills were proposed by the 20th National Assembly to regulate the spread of leaflets in North Korea.

All of these bills are amendments to the Inter-Korean Exchange and Cooperation Act initiated by lawmakers rather than the government.

However, once it was discussed, it didn't work out and was discarded.

Since the Panmunjom Declaration, the spread of leaflets in North Korea has only been confirmed eight times, but there has been no government legislative initiative.

Eventually, the government recently changed the interpretation of the Exchange Cooperation Act and asked for investigation.

This is a response from the Ministry of Unification to the question of Assemblyman Lee Seok-hyun in October 2018 after the current government was launched.

Six months after the declaration of Panmunjom, two years and eight months after the Supreme Court ruling that it could restrain the spread of leaflets in North Korea came out.

Although the spread of leaflets in North Korea is a violation of the spirit of consensus on the Panmunjom Declaration, it is difficult to see it as a discipline subject to the legislative purpose and legal system of the Exchange Cooperation Act.
