  • Descaling phases Descaling in Spain: what can be done and when in the 4 phases

Last Friday, the Government announced which territories in Spain would advance towards phase 1 of the coronavirus de-escalation plan. " 51% of Spanish citizens are in conditions as of Monday to be able to have measures corresponding to phase 1," said then the Minister of Health, Salvador Illa .

While the provinces that had not complied with the sanitary requirements, such as the Community of Madrid, Barcelona, Malaga, Granada or Toledo, have spent at least one more week in Phase 0.

However, the Executive's decision did not satisfy many who began to make comparisons on social networks between provinces that had not passed the phase and others that did. One of the confrontations that has raised the most noise on Twitter has been the one that faces data from Granada and Vizcaya and that recognized personalities such as José Manuel Soto or Rafael Hernando have not hesitated to share among their followers.

The image shows data such as the number of inhabitants, the cases of Covid-19, the deceased or patients admitted to the ICU. Figures that, a priori, are better in the Andalusian province.

"I hope it is not because the government is using de-escalation to buy the PNV votes "; "Are some of the communities governed by the PP being punished ?"; "What criteria have led the government to move Vizcaya to phase 1 and not Granada?" Are some of the comments spread on social networks.

And the debate has not ended there. The mayor of Granada, Luis Salvador, has asked the government for "absolute transparency" . For its part, the Andalusian Government has requested the central Executive to urgently review its decision, "due to political and not sanitary criteria", to keep the provinces of Granada and Malaga in full in phase zero.

"What worries me is that there is not a common established criterion for the entire territory," said President Moreno Bonilla , who pointed out that if there were "political reasons" behind these decisions, they would be those that the government "used" central. In this sense, he has indicated that it is "suspicious" that the PNV is a fundamental ally of the PSOE in this legislature and that the Basque Country has had "better heights" than the rest of the communities.

A line that the PP has also defended, whose general secretary, Teodoro García Egea, has accused the Government of "discriminating" according to the territories. García Egea has assured that many territories do not know the criteria, the experts or the indicators that "have led the Government to make decisions" to move to this stage in some areas and not in others.
