An old man in his 60s, dragging his cart and picking up the junk, was found dead three days after his accident.

The Gangwon Police Station said a 61-year-old man, who lived alone in a dankanbang in Galmal-eup, Cheorwon-gun, was found dead on the 8th. It was caused by a hit-and-run accident on a road about 600m from the house three days ago.

Victims with intellectual disabilities are known to have earned a living by collecting and selling antiques with their carts. On the 5th, at 4:30 in the morning, as usual, the victim, who pulled his cart and left the house, was hit by a car driven by a man in his 20s on the road after a 50-minute round trip.

At the time, when watching CCTV footage, the driver hit the victim at the speed at which he ran without braking. The driver, who got out of the car, wanted to look around the victim's surroundings and drive the car without leaving any action.

The victim was awakened about 6:20 am an hour later. Even though walking was hard enough, the victim dragged his handcart, the only means of living, back home and died alone. It is reported that the neighbors who visited the house for the first time discovered the old man, who died, worried about the victim being invisible.

The police arrested the driver yesterday (22th) for violating laws related to aggravated punishment for certain crimes. A police officer said, "If there were relief measures, such as reporting to 119 immediately after the accident, there would not have been a situation where the victim died."
