The police reportedly reported to the Blue House 21 times about the investigation of Ulsan Mayor Kim Ki-hyun last year. The prosecution attorney in the alleged Blue House election intervention case concluded that the Blue House was systematically involved in the Ulsan Mayor's election process.

The prosecution filed 13 people on trial, revealing how the Blue House systematically intervened in the last Ulsan Mayor's election.

The prosecution's judgment was that the Mayor of the Blue House, Ha Myung, began in September 2017 when Mayor Song Cheol-ho met with former Ulsan Police Commissioner Hwang Un-ha and handed information to the Ulsan Mayor during Kim Ki-hyun.

A month later, former Deputy Mayor Song Byeong-gi, the deputy mayor of Ulsan City, reported information to the Blue House.

The prosecution found that this information was processed once and went to the police and Ulsan police offices through Lee Kwang-cheol's senior administrative office and civilian at Baek Won-woo.

The police then launched a series of investigations, which were reported to the Blue House from 18 February to June 2018 the following year.

The departments that received the report were the Office of Anti-Corruption and Civil Affairs at the time of the head of civil affairs.

After the June 13 local elections, the Blue House reportedly received two more reports in July and one more time in December that it closed the investigation.

In addition to the alleged investigation, the prosecution said that the Blue House supported Song Chul-ho's commitment and attempted to withdraw his former rival, former Democratic Party leader Lim Dong-ho.
