On December 11, 1994, the advance of Russian troops towards the separatist-controlled Chechen capital, the city of Grozny, began. From this moment, it is customary to count down the beginning of the first Chechen campaign of the Russian federal forces against illegal armed groups operating in the region. The prerequisites for the conflict arose in 1991, when the chairman of the executive committee of the so-called National Congress of the Chechen people, Dzhokhar Dudayev, organized the power dispersal of the legitimate Supreme Council of the Chechen-Ingush Autonomous Soviet Socialist Republic and proclaimed the creation of the Chechen Republic of Ichkeria, which was not recognized by anyone in the world, which he also headed. Self-proclaimed authorities and criminal elements seized military depots located in the territory under their control, after which the criminal situation aggravated for many years in Chechnya and the regions adjacent to it.
