The purpose is to improve the treatment of university lecturers by paying wages and retirement pay during vacations.

The problem is that colleges are hurting not only the instructors but also the number of classes due to the increased costs.

In fact, Ewha Women's University has reduced the number of writing classes required for education by more than one-third, and students are having trouble signing up for classes.
