June 18, 1979 in Vienna, General Secretary of the CPSU Central Committee Leonid Brezhnev and US President Jimmy Carter signed an agreement on the limitation of strategic weapons SALT-2. It was preceded by the 1972 agreement, known as the OCB-1. It temporarily limited the number of intercontinental ballistic missiles. Negotiations on SALT-2 lasted seven years. Historians argue that after the signing of this document, the limitation of strategic weapons should have been replaced by their reduction. However, the Washington agreement never ratified.
