The Federal Cabinet has cleared the way for the moped driving license from 15 years. For this purpose, the Road Traffic Act is to be amended.

After the change in the law, countries can decide whether to make use of the new rules. Minister of Transport Andreas Scheuer (CSU) had previously justified his suggestion that especially young people in the countryside, where buses and trains hardly travel, would benefit from it.

ADAC welcomes driver's license from 15

In Brandenburg, Mecklenburg-Western Pomerania, Saxony, Saxony-Anhalt and Thuringia have been running for several years already model experiments. Representatives of these countries report positive experiences that the mobility of young people has been increased. However, the tests are limited to the end of April 2020.

The ADAC welcomed the plans to lower the minimum age for the moped driver's license. However, the association wants a nationwide solution to prevent a "confusing patchwork".

The German Traffic Watch warned against safety risks by the new regulation, because it still lacked the young people the necessary experience in road traffic. Although a driver's license from the age of 15 could supplement and enrich the individual mobility of young people - especially in rural areas. "On the other hand, we must not forget that young people in the road are particularly at risk because of lack of experience and a greater risk-taking," said a Verkehrswacht spokesman. With a driver's license from the age of 15, they would take part earlier in the road and thus in greater numbers.
