Clubs can appeal against penalties

  The "Measures" apply to participating club football teams in the Chinese Football Association Super League, First Division League, and Second Division League. "Appeal" refers to the situation and appeal submitted by the participating club football teams to the referee department of the Chinese Football Association after the game if they have different opinions on the referee's key decisions during the game.

  If the club has different opinions on the referee's penalty during the game, it should submit a written appeal within 24 hours after the end of the game. Overdue appeal will not be accepted.

  The scope of appeal includes:

  1. Events that lead to changes in the outcome of the game due to goals/no goals;

  2. Mistakes in penalty kicks and missed calls lead to incidents that affect the outcome of the game;

  3. Whether the direct red card is correct or not;

  4. The target of disciplinary punishment is wrong;

  5. Other penalties that affect the outcome of the game or cause significant social impact.

  The "Measures" also point out that the result of the appeal will not be used as a basis for changing the referee's on-the-spot penalty decision and the result of the game. All participating clubs are not allowed to express negative comments about the work of league referees in public, nor are they allowed to publicly criticize the work of league referees. All relevant complaint content clubs are not allowed to be released to the outside world. If they need to be released to the outside world, it will be arranged by the Chinese Football Association. Violators will be disqualified from appeal. .

The Football Association takes multiple measures to improve referee work

  After the start of the new season, the Chinese Football Association attaches great importance to the identification of controversial penalties in professional leagues and the opinions of clubs on referees' penalties.

The referee evaluation work for the new season has started

  On March 11, in response to the complaints and opinions submitted by Shanghai Haigang Club and Yunnan Yukun Club, the Chinese Football Association organized the first referee review of this season.

  There are three cases in this review. The first one comes from Zhejiang vs. Shanghai Haigang in the second round of the Chinese Super League.   In response to the three precedents, the review group of the Chinese Football Association's Disarmament Committee held a video conference and invited personnel from the Discipline Inspection and Supervision Team of the Central Commission for Discipline Inspection to the State Sports General Administration and the Discipline Inspection Department of the Chinese Football Association to supervise, and representatives from authoritative media were present to observe.
