As reported in a statement by World Taekwondo on its official website, the athletes were pre-approved to participate as individual neutral athletes (AINs) after completing a three-step verification process.

On March 28, the International Olympic Committee recommended that international federations allow Russians who do not support the NWO to start as neutral athletes. At the same time, the organization proposes not to allow athletes associated with the armed forces and security agencies to compete.
