As reported on the official website of the United States Boxing Federation (USA Boxing), this decision is based on the decision of the International Olympic Committee (IOC) confirmed on February 2 to ban the use of flags, anthems and any designations of Russia and Belarus in international competitions. 

The Board of Directors of the IBA on October 5 voted to reverse the previous decision and allow boxers from Russia and Belarus to compete with immediate effect.

According to the decision, judges and technical officials from Russia and Belarus will also return to the competition.

Earlier, IBA President Umar Kremlev spoke about a possible fight between WBC, IBF and WBO world champion Russian Artur Beterbiev and his compatriot and WBA belt holder Dmitry Bivol.
